To improve student achievement by increasing overall reading proficiency rate to 70% (focusing specifically on third, fourth, and fifth grade) as measured 2011 AIMS scores; (Third grade will increase by 13% from a reading proficiency rate of 57% in 2010 to 70% in 2011; fourth grade will increase by 29% from a reading proficiency rate of 41% in 2010 to 70% in 2011; fifth grade will increase by 15% from a reading proficiency rate of 55% in 2010 to 70% in 2011.)

* 2.
